Workstation Hardware Pairing

Binding CPU/motherboard hardware fingerprints to create non-repudiable HMAC signatures.

AnchorGit derives a non-invertible SHA-256 HMAC signature from your physical machine hardware GUID (CPU serial number, motherboard identity, and local workstation salt). Running `anchor pair` works 100% locally without requiring an account or API key, storing local configuration securely in `~/.anchor/config.json`. Optionally, pass your API key (`anchor pair [token]`) to sync decision ledgers with AnchorGit Cloud.
